Following the adoption of the Council Decision establishing the European Migration Network (2008/381/ES) the cooperation of member States in EMN became mandatory. The central operational part of the European Migration Network is operated through national contact points, currently represented by 28 Member States and Norway as an associated member. Every national contact point is an entity composed of at least three experts in migration and asylum among whom at least one works as the national coordinator and is employed in the central entity whereas the others can belong to this entity or other national and international public or private organisations with the headquarters in the Member State. The majority of experts and national contact points are coming from the ministries responsible for migration and affiliated bodies or services dealing with migration and asylum issues such as the Police, Employment Service, Statistical Office, different immigration boards etc. In certain national contact points the members are also the representatives of different academic organisations, universities, international organisations, individual researchers etc.
Members of the Slovenian NCP and the Steering Board are appointed on the responsible ministry’s proposal by the Government of the Republic of Slovenia. In 2008, the Government as a legal entity of the Slovenian NCP appointed the Ministry of the Interior. Before 2008, as a pilot project on the national level, an inter-departmental working group operated as NCP composed of different ministries responsible for migration.
Due to the needs and the expansion of the European Migration Network since 2008 the composition of our national contact point has been changing. The Slovenian NCP is currently composed of ten experts from the Ministry of the Interior and Police, Ministry of Labour, Family, Social Affairs and Equal Opportunities and the Ministry of Foreign Affairs.
